Ayumi is mistaking courage with naivete. You don't want to run away but then when you get in danger, you want Conan to help you wth. maybe because she's a kid? but nahh, after experiencing countless dangers, she should have a sense of danger.

Personally, I think that even without what Ayumi said, Haibara will still not go to the witness protection program since Conan already said "Don't runaway from fate" smth like that

yeah, getting a foreign national who is presumably a minor (due to her appearance) into witness protection under the auspices of the FBI is going to be nigh. on. impossible. whomever wrote this plotline up wasn't listening with both ears to their police advisor. the Japanese National Police, the US State Department, the Japanese version of the State Department, both countries' Attorney Generals, every agency/branch/department that got involved would create a sea of bureaucratic red tape that would be impossible to part, even for Moses himself.

also the Professor's work at faking her ID would be exposed. the dude's smart, but he's not good enough to fool both the Japanese and US Federal governments' investigators. she would also have to give a full and truthful account of her life in the BO from birth to today, her sister, her parents, everybody. she would also probably be considered a HIGH RISK for espionage by foreign agents and the BO itself. then there's the ATPX issue. i seriously doubt the governments of either country would let her quietly live her life unless it was in a secure lab working on ATPX and 'other stuff' and never. leaving. the. facility. ever.

So I know that you cannot have multiple citizenships if one of them is Japanese, but if you have multiple nationalities by birth that only applies starting with age 20, and we know that Shiho's mother was either American or British, so technically she isn't only a Japanese national.
(Theoreticaly, If the FBI could narrow down a distant relative of hers from the states to claim custody of her, and then take them into WPP, what could the Japanese authorites do?)
I wonder how these factors would affect the situation.
Those and the eagerness of the FBI to go to cover up their business through not the most legal means in this anime.

as to the citizenships... that one would be a legal tangle to look up... considering most of the official sites would be in Japanese with few and far between having an English version. not many countries do... 'mind'... if somebody holds a dual citizenship... especially those who have one parent from a country and a second parent from a different one. considering i have no idea where she was born...

as to various coverups... yeahhh... hmmm... ehhh... the FBI DOES have a mandate (from their US Charter) to operate overseas both overtly and covertly. basically, anywhere the USA has any kind of economic or political or even just tourists visiting 'presence'... the FBI will zoom in there either officially or quietly or entirely undercover... and 'start snooping'. they're not quite as... i hate to use the word strong... but that's a decent enough adjective... at working outside of the US borders as the CIA is.

Deduction. I think that there is a way to identify the culprit, Conan was talking about a screwdriver, i thin that they are going to use a flat head screwdriver shove it in the keyhole cylinder and do a luminol test to determine if there is blood there. Bcuz traces of blood will still be there even if you wipe for ages.

I'm glad she stayed (even though it would be safest to change her identity and enjoy freedom at last) because Shinichi is gonna need that antidote and Shiho is yet to discover her remaining familial connections :)

it's really beautiful to see that Ayumi helps Haibara in some ways to shape up the person she's becoming, helping her feel courageous & take on the challenges she's facing, and in a way, Ayumi is being that close friend she needed back then when she was still a kid, she probably was left alone and had a traumatizing childhood and now she's slowly healing and accepting love & feeling safe around them, idk how to really put it but it's really beautiful to see, i cry each time i see Haibara feeling happy & enjoying life like a normal person
